TARGET MODEL OF CERTIFICATION OF HEADS OF GENERAL EDUCATION: FROM METHODOLOGY TO IMPLEMENTATION

Abstract

The Russian Presidential Academy of National Economy andPublic Administration (RANEPA) has launched a corresponding project dedicated to the development of the target model for attestation of heads of general educational organizations onMay 07, 2021. The project was initiated by the Ministry of Education of the Russian Federation and the Academy of the Ministryof Education of Russia. The number of models of certification ofheads of educational organizations is a multiple of the numberof subjects of the Russian Federation and the number of founders of general educational organizations. This practice of implementing the principle of federalism and the separation of powersmakes it possible to take into account regional peculiarities andthe specifics of the territories. Its disadvantage is the lack of unified approaches to the procedure of certification of heads of general educational organizations. The implementation of state personnel policy in the field of education as one of the elements inachieving the strategic goals and objectives of the developmentof education in the Russian Federation is impossible. The Targeted Model, Implementation Program, and other documents developed based on an analysis of the results and current practices ofattestation in regions and municipalities suggest that proceduresand approaches to attestation of heads of general education organizations within the existing federal legal framework should beimproved at the level of state and local governments. The founders of general education organizations, in accordance with thelaw, exercise their rights to conduct attestations using federallydeveloped software, invariant diagnostic tools, with methodological and advisory support from the Federal Targeted Model Operator. At the regional and municipal level, regional and municipaloperators of the Target Model, appointed by the Founders, are responsible for developing the variant part of the certification, forworking with experts, and for conducting the certification itself,respectively. The result of the implementation of the target modelwill be the improvement of the composition of the heads of general educational organizations through «positive» staff selection.Phased implementation of the Target Model with the adaptationof the professional community, the preservation of best regionalpractices, the gradual involvement of the regions as staff and organizational readiness until 2030 is envisaged
